NCC Inaugurates USPF Board to Deepen Digital Inclusion
The Nigerian Communications Commission (NCC) has formally inaugurated the Board of the Universal Service Provision Fund (USPF) as part of efforts to accelerate digital inclusion and expand telecommunications access across underserved communities in Nigeria.

Rimini Makama, Executive Commissioner Stakeholder Management, NCC/ Board Member USPF, during the Inauguration Ceremony of USPF Board on the 27th March 2026 at the Abuja Intercontinental Hotel.The inauguration ceremony, held on March 27, 2026, at the Abuja Intercontinental Hotel, brought together top government officials and key stakeholders in the nation’s communications sector.
Leading the inauguration was the Honourable Minister of Communications, Innovation and Digital Economy, Bosun Tijani, who also serves as Chairman of the USPF Board. He was joined by the Executive Vice Chairman/Chief Executive Officer of NCC, Aminu Maida, alongside other board members.
Those present at the event included Engr. Abraham Oshadami, Executive Commissioner, Technical Services at NCC and Board Member of USPF; Chief Idris Olorunnimbe, Chairman of NCC and Vice Chairman of the USPF Board; and Barr. Rimini Makama, Executive Commissioner, Stakeholder Management at NCC and Board Member of USPF.
The newly inaugurated board is expected to strengthen the implementation of policies aimed at bridging the digital divide, particularly in rural and hard-to-reach areas, through targeted investments in telecommunications infrastructure and services.
The USPF, a strategic initiative under the NCC, plays a critical role in facilitating universal access to information and communication technologies (ICTs), supporting Nigeria’s broader digital economy agenda.
