Nigerian Communications Commission Opens Public Consultation on Satellite Direct-to-Device Connectivity


The Nigerian Communications Commission (NCC) has commenced a public consultation process on Satellite Direct-to-Device (D2D) connectivity in Nigeria, as part of efforts to proactively address emerging technologies within the country’s communications ecosystem.

The Commission said the initiative, undertaken pursuant to its mandate under the Nigerian Communications Act 2003, is aimed at gathering stakeholder input to better understand the opportunities, risks, and public-interest considerations associated with Satellite D2D connectivity.

According to the NCC, the consultation paper represents an initial stage of stakeholder engagement in line with the Commission’s participatory, inclusive, and transparency-driven regulatory philosophy. The process is designed to guide the Commission’s understanding of Satellite D2D service models before the commencement of any formal rule-making process under Section 71 of the Act.

The Commission explained that feedback received from stakeholders will help shape a comprehensive assessment of how D2D connectivity could impact Nigeria’s telecommunications landscape, including its implications for consumers, operators, and the broader digital economy. The outcome of the consultation will also inform any future regulatory considerations in this emerging area.

Clarifying the scope of the exercise, the NCC stressed that the consultation does not constitute a regulatory decision, licensing process, or spectrum allocation, nor does it pre-empt any future policy outcome. Rather, it is intended to ensure that any eventual regulatory framework is well-informed, proportionate, transparent, and responsive to Nigeria’s unique market realities.

Stakeholders have been invited to access the full consultation paper, which outlines the background, scope, and key questions for consideration.
